Eine neue Klärung aus den englischen FAQ.

Sitution: Mein Gegner hat die Oma liegen.
Du darfst keine Drachen gewinnen, wenn ich mich zurückziehe.

Ich habe 1 Flut liegen, spiele Banne den Gegner
In diesem Zug werden deine Sonderfunktionen ignoriert. (Diese Karte hat keine Wirkung, wenn du -Lachgas- oder -Zirper- ausliegen hast und deren Sonderfunktion wirksam ist.)
lege jetzt die zweite Flut und habe die Hoffnung, dadurch Drachen zu gewinnen, weil ich annehme, dass sich mein Gegner in meinem Zug zurückziehen müsse und seine Oma demnach noch gebannt ist.

Diese Annahme ist falsch, der Rückzug erfolgt trotzdem nach meinem Zug, weswegen ich in diesem Falle genau 0 Drachen gewinne.

A: No you do not. I must retreat after the end of your turn, at which
point the Enthrall Opposition is no longer active (rulebook page 7,
under LEADERSHIP: 'The effects of most leadership cards are
implemented immediately, some remain active for your entire turn, but
never beyond the current turn.'). Thus Bethenitana the Storyteller is
no longer ignored, and you do not attract any dragons.
